KingCast RSA 91-A request to Kelly Ayotte and others: Car 44, where are you, and who shot the 4 missing bullets at Liko Kenney?

Dear Attorney Ayotte:

First I would like a copy of the dispatch recordings and dialogue to go along with the other items I requested from Joanne Robbins. I'm not certain if this is any different from you offered last year but I need to be able to hear the one-ended conversation from Dispatch to Car 54 44K Bruce McKay, who was incommunicado for 6 minutes as he attacked Liko Kenney and Caleb Macaulay, violating 8 pursuit and OC Spray directives, including this one -- radio communications shall be maintained with the communications center.

Second, on 20 April 2008 the Union Leader reported that you would reconsider opening a murder investigation of Gregory W. Floyd if new facts came to light.

Here is an important new fact:

I just realized that your office never accounted for the four (4) extra bullets shot from Bruce McKay's gun that did not contact Liko Kenney's body. Your Official Report at p. 28 reads:
Forensic Testing:

Six discharged cartridge cases were recovered at the scene and found to match Cpl. McKay's pistol.

Kelly, the problem is that Floyd, in his interview, said he shot twice. I showed you where three of the other bullets went:
Liko Kenney's windshield.
McKenzie barn.
McKenzie window.

So either Floyd is lying or Bruce was firing on Liko. If Floyd was lying we have been denied contrary to NH Constitution Article 8 the Right-to-Know when and where he was standing when he started firing. Here is one possible scenario in two parts, using your own photographs one and two. And of course if Bruce was firing on Liko then we have been denied contrary to NH Constitution Article 8 the Right-to-Know when and where he cleared leather and commenced to shoot.

Either way we're not going to conclude our inquiries until the origin of those 4 extra bullets is thoroughly explained.

In the lawsuit I note that neither you or the Town of Franconia conducted any investigation into the propriety of the stop whatsoever, and you have prevent us from finding out if Bruce McKay had GSR that day, which he should not have had unless we can prove he was firing recently because he was shot outdoors, about 20' from Liko. If you don't look into these matters perhaps the U.S. House will.

Dear Attorney Hilaire and Grafton County Sheriff/Dispatch:

I am today mailing out my first RSA 91-A request from earlier this week seeking any information where any radio outages had occurred from 1 May - 15 May 2008 on the 116 corridor.

To that request I am now asking for a copy of the one-sided dispatch dialogue from GCSO to Car 44K.

Someone just said "let it drop."

Let it drop. Yah, right.

I'll let it drop when Kelly definitively says "yah, Floyd shot all of those other shots and it was not correct to say that he spoke to Liko before shooting,"

or if she says

"Bruce started shooting and Floyd shot Liko twice."
