KingCast presents more Bruce McKay complaints and express policy violations after 2004, showing municipal liability.

C (5) In all situations involving use of chemical agents, suspects should be given adequate warning of their imminent use and should be afforded time to respond to lawful commands.

But watch the YouTube video linked in this post where somebody called me bad n***** names, and even though CNN cut out 28 seconds of it you can see that McKay did none of that.

He is also not supposed to use it when suspects may feel trapped (policy quote: "because the person may react with violence toward others or kill himself") and he is supposed to afford the suspect a warning and others the opportunity to clear out, but of course he didn't do that, either -- just as he didn't do it at Profile High School and sent a girl to the damn hospital who was a bystander. To make it worse, all charges against Ryan were dismissed anyway.

I want it to be perfectly clear that Bruce McKay, despite being on medication as admitted by town counsel Dan Mullen, continued to be a dangerous instrumentality well into his last years. To date I have focused largely on the blatant Use-of-Force violations with the Tahoe on 5/11. But there is also of course the blatant OC Spray violation as noted above and in this post after my visit with Attorney Mullen.

There's more leading up to that of course:

1. The 2006 The Troy Watts Ethics Complaint Franconia hid.
2. The 2005 Tim Stephenson Complaint (hand on butt of his gun).
3. The 2005 Complaint from these people as linked above:
They accidentally missed a turn and ended up on a wrong way in the rain; I know that intersection and it's very easy to do. They echo Liko Kenney's concern that McKay never told him his name: "Finally, when asked he refused to give his supervisor's name, saying with hostility that he would not stand in the rain to tell me." They couldn't believe his lack of decorum in front of a 3 year-old: "We felt as if we were being treated like felons.... we were shocked...... we hope she is learning to respect those who take an oath to serve & protect the public (even in the rain)."

Add those things to the severity of the issues noted in the Bruce McKay legacy post and you have a damn time bomb on your hands, as noted by Ms. B in the legacy post. Now if only the Elder whom McKay disrespected right before 5/11 had come forward maybe Bruce McKay and Liko Kenney would be alive today.... Aww, pshaw to that:

Chief Montminy and the Town Selectmen would have discarded it in the circular file with the Watts Complaint. There's no getting through to them or to Kelly Ayotte for that matter. It's called Malicious Abuse of Public Office, among other things. Time to bring it before Governor Lynch, as noted in the comments.

Now as far as thing goes, how in the hell does Governor Lynch expect to win re-election, especially in light of all of the evidence that his appointed AG Kelly Ayotte botched and/or lied about Gregory W. Floyd's role in the death/murder of Liko P. Kenney?

Look at the shell casings Governor.

It's Mother's Day Governor Lynch. Remember that letter I wrote you last year as reported by the Caledonian Record? Don't make me come up in your office again as Oliver Ruff and I did last year in this short film, because if we come again we're not coming alone and it's gonna get nasty up there in that public space.

And that's not a threat, Sir.

That's a promise.

Mr. Lynch, the next time we meet, I can only hope I will be moving Mr. Joe Kenney's belongings in, and your stuff out. He has honor and you have none. You must drown with your appointed AG-- 'tis justice!

On a related note I am listening to Chris Fowler's interview with the Town Selectmen via Citizen Jesseman's blog. Officer Fowler has just graduated from the Academy.

I am asking everyone to please give the man a chance. Mr. Jesseman said that he seems sincere and was open to dialogue. I have not met Chris Fowler but I have heard things both ways and have heard that he has said less than complimentary things about Liko Kenney and me as well. I have heard alot about Chris Fowler from various people and I'm not here to get into that right now.

Be that as it may, he is large and in charge so let's hope and pray that unlike Bruce McKay he does the right things out there. As he does so then the community must afford him positive reinforcement.

I hope for the best.

either way,this will bury Lynch, and if he wins re-election by this coverup, we will make him pay dearly as long as he remains in charge. Impeach a man who endagers his people! His entire enterprise against the Murrays should be exposed! Hi Fowlers! Para-military? ya don't say!

Could someone please tell me where the "Commissioner of Safety" John J. Barthelmes falls with in this cluster of allegations and becomes responsible? After all, Isn't he responsible for the activities of the NH State Police and all investigations of said Police? Liko Kenney, Maura Murray, Brianna Maitlan, Patric McCarthy. On and On.

I'll never get over the depth of those tire tracks and the dirt piled up behind the wheels. It shows the force mcKay used. My bet is when it appears that Liko's car lurks forward slightly he is shifting from reverse because the car is a stick. I don't drive one but would he have been putting it in neutral or park? The car would present more resistance in park but not neutral, right?

That picture always gets me!

Pure and simple, NH AG, absolves an individual from investigation of murder primarily based on the fact that said individual was instrumental in, detaining/restraining/maiming/curtailing/murdering a suspect in the death of an Officer. The Ag's immediate emotional response to this incident is patently irresponsible and negligent and I applaude all parties involved in moving the truth forward. BRAVO!

I wish Chris Fowler all the best and do most certainly hope that he presents as a fine officer to the PD and to the community as he moves forward. His parents are lovely and good people. Fortunately, Chris will be able to move forward with another fine fellow officer in hopefully helping this town come together with some kind of unity and healing.

Montminy is a lost cause and should retire his sorry a**. He condoned McKay's behavior by lacking personal leadership and integrity.
